Yes that is correct. Advantage of FIFA dates is clubs have to release players for matches on those dates, clubs can refuse to release players for matches which are not on FIFA match dates.
To get FIFA ranking points both teams have to their 'official A' team doesn't matter when they play the match..

yeah we can points on non fifa days only condition is that if both sides have A team ! recent example is Nehru cup 2013 when we got fifa points for all match except cameroon !
On FIFA dates, clubs have obligation to release players. Otherwise there is no such rule that points will not be given. One more confusion is there that team has to be "ek number"-means best playing X1. As long as it is senior team, points will be given.
