Not every league in Asia follows it... my Nagasaki in the J. League D2 had 5 foreigners at one point on the pitch! A-League usually has 4-5.
It will take awhile for the ISL to get there. We need better domestic players first otherwise the product will suffer. Although an Asian player requirement should be implemented (with perhaps a domestic keeper only rule as well).
If i am not wrong the rule of 3+1 is for AFC competitions... however players may you have in squad you can register only 3+1 players in the continental competition
Actually 3+1 rule is not mandatory. FAs follow this just for the clubs to get into the rithm of the rule, and also to give more spots to the domestic players.
If we are talking about ISL following AFC Guidelines, it is not only about 3+1 Rules. The League should be conducted by Elected Body that is AIFF - not any Businessman for Charity/Tax Breaks like IMG-Reliance. Also nobody can own multiple clubs. Here the League as well as the clubs are owned by IMG-R only with some Relatives and Celebrities name thrown up as Partners and sweat Equity. I wonder how it will satisfy FIFA rules.
