Interesting demands tabled by the players. Not sure ISL will go down yet from 6 to 5 foreigners in the starting XI, nor will we see the maximum number of Indians go from 14 to unlimited.
Personally they should at the minimum make it mandatory for teams to have only Indian goalkeepers and keep the 6 foreigner rule but lower the amount of foreigners overall from 11 to 8-9. No need for foreign goalkeepers as we have plenty of Indian ones who are capable to handling the job themselves. Amrinder Singh, for example, has benefited and so has Kattimani at FC Goa. Meanwhile, I see nothing amazing from the likes of Toni Doblas at Delhi Dynamos while Roy Chowdhury and Ravi Kumar are on the bench. Steve Simonson and Stephen Bywater won't return most likely so this should be generally easy to implement. Only Edel would be effected but who cares.
As for the overall foreigners, reducing from 11 to 8-9 allows for more spots on the bench for Indians and due to the nature of the league/injuries, should be plenty of opportunities if needed. Maximum won't be abolished but should be increased to at least 18 (26/27 players overall) with a certain number being "developmental" players.
As for the rest, not sure when they will add two more teams but that won't happen till 2017 at the least and minimum wage should be discussed among the players.
You cannot implement the "Indian'keeper" thing - legally it can be easily challenged. It is like saying that in any profession, only this group of guys are allowed to do this job. It is the clubs that should be wise to this and recruit smartly by buying the best Indian 'keepers.
