So... basically the clubs were allowed to treat foreigners as toys that they can play with till they are done and move on to the next?

The clubs will become slack in their pre season selection with this rule.

Don't think so. Why? Being slack in their pre season selection not only chould make then uncompetetive but they have to bare huge monetory loses.
