Armando to East Bengal is a joke i think. And as far as CB goes they require a foreign striker. So they end up with Bilal, Beto, Henry and one new guy. But Beto could be a doubt.Also CB has a constrained budget. Lets see.

Those of u who have watched Eche play, he has been the star of MB in an otherwise dismal year for Bagan. He haas great anticipation and unlike Uga is extremely disciplined. Uga's age is not on his side and he throws tantrums around and is more into shoving and pushing. Eche's anticipation is excellent and have almost playing as a double stopper (Mehrajuddin is slow as a tortoise!); Aibor has had a good season and since he can play has a wing back and b'coz Nirmal Chhetri has been pathetic, Aibor has been shifted to the right back position; to my mind Bagan should not disturb its back line, apart from may be signing Souvik from Arrows; again rumours doing the round is Raju is unhappy with EB management, as he is only warming the bench - so Bagan can eye him.
Regarding midfield, Penn could be a good choice,as his contract with EB ends after this season; however excepting for the mercurial Nabi, not a single high profile and controversial transfer from EB haven't been productive for Bagan( be it Tolgay or Nirmal) ; these guys have taken advantage of the whimsical nature of MB officials recruitment policy and have only come to mint money. Karim should be be entrusted with the job of recruitment - he can make good purchase without spending much. Bagan, infact should focus on players from NE and should have eye on the 2nd Div I - League - Mridul should actually be given the job of a spotter now.... our may be Bagan's man of all season Baretto can be given this responsibility.
