If it's club with best football training infrastructure in the world, most of them say AFC Ajax.even I would vote for them..
If we consider best nation, then most of the German clubs have good infrastructure.. even Chelsea & Manchester City investing a lot in infrastructure..
But as munna said, I would vote for Dutch, Belgium ,France along with German Academies/clubs..
About some comments regarding how only 20 people are on this forum: I just checked and there were at least 80 registered users who visited the forum in last couple of days. Imagine how many non-registered members must be visiting. There is no reason to undermine the strength of this forum because we may be disagreeing with counter-views. That being said, surely we can reach far greater numbers but we would want to reach there as organically as possible.
Forget SLFC or Minerva. Ajax Academy have seven pitches, Shandong Luneng have 40 (yes, forty), yet are nowhere near Ajax quality. I am not bringing in other factors like quality of coaching staff. No Indian academy including TFA is anywhere near international quality, even if you compare the respective outputs.

Ajax and Chelsea also have best scouting and training model.
Portuguese clubs like Porto and Benfica also are amazing in bringing talents from youth to senior team.
