@indian_gooner In any Exam of MCQs, you dont get penalised with Negative Marking if you do not attempt the question. Sometimes, the reason for not playing Friendlies is beyond the hands of Association. Due to political reasons, North Korea do not play Friendlies as countries dont want to to go there or invite them. Due to security problems, many countries like Afghanistan are avoided by countries to play Friendlies. Due to Geographical distances, no country would like to go to Guam to play Friendly match. It will harsh to penalise such countries if matter is not in their hands.

It's no surprise. Singapore may be a developed country, but they are almost as poor as we are in football. Maybe a little poorer at times.
