Guys in any civil war with multiple fronts, there are excesses from multple sides. Yugoslavia was a multi-ethnic multi-religious country and every side has faced charges of human rights violations.

This is FIFA world cup, not United Nations General assembly

Under article 54 of the FIFA disciplinary code, "anyone who provokes the general public during a match will be suspended for two matches and sanctioned with a minimum fine of 5,000 Swiss francs (£3,800)".
