Their reason are understandable. And a country's capital city should have a club playing in the top division . But it's unfair on Hyderabad and it's fans .
If it is so unfair on them, why don't they come to the stadium in numbers?

Probably because of what happened last year when they went broke and all teams were tearing them apart . KBFC is going down the same way. Fans are loosing the connection with the club and club doesn't seem to care .

It's hard to lose fans in Kerala than in Hyderabad though
Yea because both places are different in terms of football following in general but things are getting hard for fans. Nobody hears their voice or opinion . I've never seen a management who are not keen on winning trophies . Fans deserve better . And I think if things continue like this , attendance will drop more and more .
Hyderabad doesn't need ISL. ISL/Indian football needs cities like Hyderabad. Let's be honest nobody is interested in headless chicken called Indian football. Unless real engagement at community level happens and serious administrators take up nothing is going to change. Until then enjoy musical chairs of clubs closing down and moving places.
Having worked with Hyderabad FC and being a spectator since last 5 odd years, have to say that 90% of the city is not aware about the team or ISL. You can blame all on city but ISL clubs simply do not have vision(not all but majority) and the administrators(AIFF and FSDL) are not at all serious.

Only exceptions are Odisha, Who really did spend quite a bit of money and time in visiting schools, universities and other places every season to get a reasonable crowd. Hyderabad has the history and passion. They need to do more, all the blame mostly falls in the hands of Varun. He never cared to get the connect. Even in the title winning season it hurt to see empty stands. I hoped it gets better in the next season, but nobody showed up to support the champions. This is all due to the club not doing anything in the people front. If they switch imagine what will happen to the new training center they opened? I bet even if they move to delhi they will pay more and have lesser training infra than here. They will have to pay more and expenses only skyrocket. I don't know who is planning for such initiatives even if they deep pockets.
ISL clubs should engage with the community, involve in charity and social causes. If the club does not stand up for the people of the city. Why should the people stand up for the club?
Being part of the club is taken very lightly. Once you connect with genuine care you will have a fan for life. This is hard for Indian people to understand let alone AIFF and the useless FSDL clubs.
Moving to Delhi is a bad idea. ISL should concentrate on football hotspots of Goa, West Bengal, Kerala, North East, and Punjab.
Kerala can support two more ISL teams in Thiruvananthapuram and Kozhikode. If Thiruvananthapuram Kombans can acquire Hyderabad FC and enter ISL along with Gokulam from Calicut via promotion, it would be wonderful.
