Yeah, of course, it can imply such a notion but it usually denotes insanity or mental illness of some sort. As I said, it is better to refrain from using such loaded words in the public domain
Hero Indian Super League (ISL) has received yet another global recognition with its induction into the prestigious World Leagues Forum (WLF). ISL becomes the first league from South Asia and seventh in Asia to join the association of professional football leagues which includes the likes of the Premier League, La Liga and Bundesliga, amongst others.
Currently, WLF has members from five continents representing close to 1200 clubs worldwide and works closely with global body FIFA on the development of professional football, providing bespoke support for national football bodies to share best practices and improve standards and structures in professional football.
It is not any official body or part of FIFA. At best it can be described as a 4 year old gathering of few leagues. Can help in exchange of ideas and better management practices.

Assuming this to be wrong info, is there any official document saying that only ISL is the top division and I-League is not ?
If this is correct then both I-League and ISL are top division. AIFF recommended ISL as a tournament and sent it to ACL while I-League as a league got AFC Cup slot.
The roadmap for the reform process is for the club game in the country – with the ISL being recognised as the top league in India starting from this 2019-2020 season.

All footballers and staffs to remain in 14 days quarantine after reaching the Goa/Kerala 6. 1 person/hotel room 7. 10 teams will be divided in 3 groups. Group A: 4, B: 3, C:3. Each group will have their own venue stadium. 8. Team hotels need to as close as possible to the venue ground. 2 teams/hotel allowed. 9. If someone gets corona during ISL he/she will be quarantined in the hotel. There will be doctors and health workers for him/her. 10. Hotel worker and team bus drivers won't be allowed to go out of the bio security bubbles. Even local footballers from that city need to stay in the same hotel. Any breach will be punished. 11. Breakfast, lunch and dinner will be served at hotel rooms and not in the dining hall. Team meeting will be done using video conference.
All teams have been briefed about these and now they have the option to react on these.
10 Aug: Teams need to send their jersey details to FSDL. Its mainly because ISL is being included in an international video game. 31 Aug: Schedule will be announced.
