we can't compare Junior & Senior Hockey teams. Maybe France Senior NT is not good. But still in rankings, they are 13th in world and have better ranking than Ireland, S.Korea, Japan & Pakistan.
Also they are finalists in 2013 Hockey Junior World Cup.
Even at senior level, I have seen France and Ireland giving a tough fight to India. They have a good club hockey scene in those countries with a competitive league.
