Then only he can represent India. OCI card not enough for either India Government and also not for FIFA. Become citizen like Izumi Arata. He also waited.
I support the PIO inclusion. But it is too problematic to solve this issues. don't think this government will ever consider such issues. But they should think twice about this polices. This players will only lift our image as a sporting nation. No harm allowing them to play. If government wants they can issue dual passport case by case, and only if there is a benefit of our country. Constitutional amendment is a hurdle that is almost impossible to pass.

OCI card does not mean passport. OCI or PIO card holder has foreign passport, not Indian.
