I think he's just reached 24. He should have come to I league 2 years back.
He has been in I-League since 2010-11 from what I researched about him. I played for Kerala Electricity Board in 2009 or 2010 (there was no date except 2009-10).

If I can add to what @rudra said, Md Asif played for Prayag one full season (2010-11) no wonder he is a regular now. If Vineet is given time, which I am confident he absolutely will since I know the Prayag recruiters pretty well, and most importantly he heeds suggestions, and improves, he will definitely be a regular. It also must be considered that he is having to compete with James Singh for a position in the right flank. James Singh is extremely accurate with his passing and crossing, no wonder he is the Indian dead ball expert for Prayag, he only lacks in fitness and speed, which I am pretty sure will improve to some extent as the season wears on. Therefore, I am very confident that Vineeth will get a lot of playing time to prove himself over the next couple months and I will be closely watching out and analysing in detail his performance on field.
