Reduce the number of foreigners to a rational figure of 3, stretch the ISL over 6-7 months and lo & behold you have no much difference in the quality of team built by ISL franchise and a mid-table I-LEAGUE side.

You are only talking about the clubs that are here still but then you have teams like JCT, Viva Kerala, Mahindra United who did fold and closed shop. There are more from the pre I-League days. And the AIFF can provide assistance but then the clubs would need to do something with that assistance which going by what we saw before the ISL, would probably not happen.
But if a team like Aizawl FC or Shillong Lajong plays in ISL with all the promotion and marketing, wouldn't they attract good sponsors and also the money coming in from central sponsorship, though the sum may not be very high, will help in reducing the money gap.

Also, please show me your research for the EPL figures. Owners from there have already said they would not mind scrapping pro/rel if it was ever possible and hell, we are even seeing some top European teams want to push for a closed European Super League themselves (FYI, I don't want it, just saying that there have been talks of it)
The main reason FSDL doesn't want Pro/Rel from ISL is that they can continue to ignore League One/Two like they did with I-League. With no BFC/MB/EB, League One will have nothing to look forward for.
