Well Phillipines was a colony of Spain and actually ruled from Mexico. So they have influence there. I would say that after Tagalog and English, Spanish is the third language there. According to FIFA rules, one can play if grandparents are from that country. So it is possible that despite being fully Spanish, due to grandparents connection, a person can play for Phillipines. I have seen white Portuguese playing for Angola becoz of Portugal colonial connections.
