I wrote about that as well, did not show for some reason. Anyway I will repeat then.
Myanmar have TV rights and now I am guessing that it is up to the Indian FA or whoever to ask for rights from Myanmar. Either that or something else. It is a complicated issue which I have no knowledge of what so ever.
