@Ashkaul5: That is just what the article I posted says...three of the clubs were awarded the national license...Aizawl, MB, Churchill Brothers, CCFC and Minerva Punjab's bid was rejected

Sanjay Sen is one of the reason. He does not have 'A' license.

Pro licence Coach is required if the team is playing in AFc Champions League, which other teams apart from Aizawl don’t require.
