May be this is a step of making i-league India's second division league.
The steps like during Asia cup i-league matches will continue, no Asian quota all is indicating that may be AIFF will announce soon that ISL will be first tier of Indian football

That's there plan, they just don't want to say it openly as I league clubs will get angry and may make problems for aiff, they will forcefully relegate century old clubs to 2nd division by rebranding I league to league one.
