So does the Copa del Rey, Coupe de France, Coppa Italia, and US Open Cup. Plus, by FA Cup style you would mean that you would want literally every team in India, pro or not, in the cup which is not feasable at all.

Why Eagles FC? They have never performed anywhere decent in the 2nd Div I-League. Go by last years performance. If Mumbai Tigers still doesn't want to participate then go in for Royal Wahingdoh or DSK Shivajians. But the latter hasn't got permission to play 2nd Division so that means the Royals who have a good Fed Cup history also
