They are treated as separate entities in Sports. Even in Cricket Ranji Trophy, they play. Few months ago, Tendulkar was playing in Ranji trophy for Mumbai team vs Services. Services is defending champions in Santosh Trophy. In National Games, Services is there but Railways do not participate and Railways players then go to their respective states and play for them.
