Given his players aren't getting paid properly or on time, and he doesn't want to qualify, thats a recipe for players taking money to give points.

I expect someone from USFC to say something like "This is a good chance for our players to show how good they are and perhaps make it into the I-League. Most of our squad are from Sikkim and this is a great chance to show off our state footballers to the country"
