For someone who hates the "circus", you really are delusional when it comes to the AFC Licensing Criteria which would forbid these Army teams from entering the first division
Watched Durand Cup closely , all Army , Navy players are U23 where as clubs like Minerva , DSK ,Dempo etc all playing good squad + foreigners ..

Saw clubs players taking juice in between where as these services players kept on playing for whole 90 .. Surely many talented players are not playing for ISL or I league or any clubs side . They are in Army , Navy or Railway ..
Dude its been 3 years and None of the franchises have any AFC license saying its no big deal....teams from Army & Railways with great infrastructure and proper youth setups can always get a special license/ exemption..don't believe everything IMG / or their paid goons in aiff say
The licensing doesn't matter for ISL right now as none of those teams qualify for Asian club championships. Currently the I-League teams do participate in them and thus army and other institutional clubs can't participate in I-League. Do you really think the removal of such sides like Air India or ONGC was because of IMG? Keeping those sides in the I-League would have worked to their advantage!
Army and Institutional clubs could be added to a proposed second division though but with no chance of ever getting promoted unless they could somehow fulfill the licensing criteria.
@ArsenalFan700 ; Licensing Criteria is required even for domestic league even though they may or may not play in AFC Competitions. In this way, FIFA or AFC ensures the integrity, credibility, transparency in finances, ownership and control of clubs as well as professionalism. The fact that even after 3 years these people are not even attending the workshop shows that they have no desire to achieve it.
