@munna219777: I could not understand your question. If you mean to say whether it is the singular or the plural form which is used to represent a certain sum of money in a particular currency, then I would say it is always "rupees', "dollars", not "rupee" or "dollar".
However, even though the plural form is used , i.e. "rupees" and "dollars", the quantity of money can be taken as both singular or plural depending mainly on subject/verb agreement, as in this case:

True. It seems Spain have lesser number of pitches than Italy. Yet they are ahead of Italy, at least in current state. So PP is doing the right thing: having lesser pitches is directly linked with excellence in football. No more football pitches in India please; we want to play in WC!
