PIL against AIFF for India's poor performance in World Cup Qualifiers

Yesterday's loss to Guam (a tiny pacific Island) was a national disgrace to Indian football. The new British coach said we didn't had the time to prepare for WCQ and I-League is way behind MLS soccer. Countries such as Philippines and China are rising in football. India which many believe is a rising superpower are unable to spend money on proper development of soccer in India. Even the likes of Spain and Brazil play warm up games and we have the audacity to go into World Cup Qualifiers without preparation. I think AIFF is amateurish at its best in managing the show. It clearly shows they have priorities else where.
Why should we spend taxpayers money on AIFF? They don't care and if so should there be a PIL filed against AIFF for safeguarding India's national interests in Sports?

Problem will remain until you get this team experienced with U-16, U-19 , U-23 keep supplying players.
Had told previously, The Current NT is fucked!!, Focus on the above three levels and build it up just like portugal did.
