They respect their athletes the most.
Their football is not developing because of their own government. They are a country which is quite dominant in youth football but struggle at theirbhave to transition to senior level because of a poor league structure and lack of foreigners.
I remember Shillong Lajong had a North Korean captain in the past who used to tell that their league was not professional at all.
Minchol Son is the player and this was what he said in 2014
Son never considered playing in North Korea’s Highest Class Football League, which he describes as an “amateur” league without foreign players. “In Japan, there are many foreign players from Spain and Italy who come and play there. But in Korea, the situation is different. The league is good, but competition is limited,” he says.
I'm not overly exited with Consti resignation. Because I know very well that nothing will change and AIFF would usher some weakling to be the next coach. Any badass coach (one with strong personality) would be at loggerheads with AIFF over dual leagues, no grassroots scheme, no scouting, unprofessionalism all around, and so on. They will appoint someone who would be willing to accept all these, not rock the boat, and work on.
In fact, I would give some credit to Consti for raising the profile of India in spite of all the above, and without antagonizing AIFF. Ranking is not just feel good figure, but is used to get a better pot. Any other coach wishing to force reforms would had been charged with racial or #meetoo allegations and have quit long back.
India do not need a star coach, at least until they set their house in order. Because not even Arsene Wenger or Jurgen Klopp can give any positive result out of the current mess we are in. Implement 'Lakshya'; then appoint a good coach. Till then, a reasonable coach who can drill the players and have reasonable reading of a match to tweak the tactics during the break.
I wouldn't have minded a contract extension of Consti, much as I dislike him. Every coach would have his favourite platers, styles and opinions. We would have to get used to those.
