Mini stadium for what ? 7's football? I just don't think it's practical to build a stadium for 30 cr but yeah having a stadium really helps avoid this sports authority looting.
You can construct a 10k seating capacity stadium for 55 Cr. I think i shared an article regarding the same few days back. Clubs should look to own infra than crib about not having facilities. Start small. Then look to grow. Newer franchises should begin from tier 2 cities so they could own more land for infra and later expand
EB, MB should buy lands in Rajarhat or Sonarpur and make 15-20k capacity stadiums. Maidan silty muddy grounds are not good for football and then there is problem of military permission for everything.
Cost of stadium is not that high what people are expecting.
It becomes exponentially high only in PPP mode and delays like in the case of ILFS Trivandrum or Transtadia because private party get involved.
Once you have land, building a small stadium like Cooperage or Andheri of Mumbai is 50-60 crore and not more then that at the max.
Bangalore Sree Kanthareeva stadium was built 20-25 years ago at the cost of 18 crore rupees and it is huge. Floodlights plus athletics track.
Cost of synthetic track and stands, Floodlights were not even 10 crore for Cooperage Mumbai.

Just think of that. Wankhede Stadium of Mumbai was recently rebuilt in 2011. The cost was 300 crore Rupees. It is a massive stadium with so many VIP boxes and offices of BCCI, clubhouse and what not.
ATK refurbished R Sarobar. MB rented from them for a few matches. It's not used anymore. Even ATK don't practice there. I don't think it's in a good shape now.
