Not for the short term. If India needs remotely even a AFC 2 slot we need some foreigners. We never had 3 League system in our entire history. Top tier be it I-League or ISL needs quality sides competing in Asian level. The other tier should not be filled with mediocre foreigners instead groom and develop players for competing at top level.
Why England can never produce a squad in comparison to say Spain/Germany or other top countries. It's tier 2, 3 and even 4 is filled with foreign players. Whereas countries like Germany/Spain kept most of the 2nd and 3rd tier filled with domestic players barring few clubs. This helps in feeding the top tier and keep the national squad competitive. Also, this season I am not finding any I-League player to directly make it to the national squad. Barring last season when Bidya was top scorer. But if this system is followed I am sure the national coach will also be happy and what he is requesting for.

I am with you on worst treatment of Ileague clubs all this while. But now it is officially the second tier. We need to forget the past and try to do what's best for Indian football nothing personal!
We need a bigger pool and players should prove themselves! It's ok to have 5 Indian starters in ISL.
But the second tier should field all Indian players and only the best can move upwards! This will put the quality down as currently we don't have a big player pool but in 4-5 years we will start seeing consistent results.
common man. This will kill I league. It is not good for Indian football. With your logic, we should ban foreign players in ISL as well. Hence, pool of Indian players will be increased (Mainly Strikers, Midfielders & C.B) and only the best will be champions & represent India in Asian Champions League 2.

For ex: If some I-League promoted to ISL without foreign players, there is 100% chance that they will be relegated to 2nd tier even after signing foreign players. Gulf will be increased b/w the ISL & I League clubs. Also, they will never be able to compete with top ISL teams in Super-Cup/Federation-Cup/Durand Cup.
Even countries like Japan/S.Korea who boast excellent youth & local talent allowing foreign players in 2nd tier. We are nowhere near-to top 8 Asian countries. We will move only backwards in Asia & struggle to find quality players if we play I-League only with Indian players.

Foreigner policy should be the same for all level leagues. Without foreigners, lower leagues will not draw viewers, and hence sponsors. Plus, local players would lose the chance to brush with better players. The now-defunct Hockey India league was a case in point. It did wonders to the confidence level of the Indian players.
If you want to increase the player pool, just increase the number of teams in all levels, if AIFF has that stamina to push it through.
