It's a unknown announcement. Park might move but there is a high possibility that he is going to stay.
Both. For example Park Ji-Sung. He played well in the 2002 world cup, so when the former coach of South Korea, Guus Hiddink, was fired and moved to PSV Eindhoven he also signed Park Ji-Sung too and after a impressive performance there it caught the attention of Sir Alex Ferguson and Park was signed on 2005 to Manchester United.

Thanks for the help archak! Park played for the French team AS Monaco in the Ligue 1, but even though he scored 12 goals this season he could not help his team from being relegated.
