I guess yes. Are you asking this question to know whether he is Indian citizen or not? Well India and other countries except USA do not give automatic citizenship just because he was born here. Kiyan mother is Indian too. I think Jamshed too got Indian passport now.
Not sure where else to put this as it is more to do with youth football than Indian football but can somewhat relate:
MLS's New York City FC only has one team, an under-14 side. They only began play in 2015 and they will soon expand to the higher ages but for now will stay at the under-14 side because why start at a higher age group, say the under-19s, and only work with them for a season or two before they either leave or could be good enough to be pros. The idea for them with the under-14 side only for now is that these kids are young enough to be with NYCFC for years and eventually get used to the "style" they want to implement.
Just food for thought here when it comes to the ISL and their grassroots stuff which seems to be only under-14 as well.
