I think if he gets his passport he should be allowed to play in Asian Cup by SC. This will encourage other PIOs to take up Indian passport and we will have a healthy competition for a place in the team in future.
So if someone gets the passport of a country, but do not have 2 year residence or parent/grand parent born in that country, then what happens? I think passport is the ultimate criteria. Anything in addition to passport does not make much sense.
It makes sense. Countries which allow dual nationality will then stop shopping around and gifting passports to players without any connection to that country. Any player born in a country will definitely be more then 2 years of age if he is playing football. Player naturalising from some other country will definitely have either parents or grandparents born in that country or lived atlkeast 2 years before he can get passport of that country. shortcut will stop.
