@Chelseafan, I meant one stadium in the whole of North India! Surely they can get support if they can locate a stadium. If they cannot garner support in that huge area, they need not play football in North India. In any case, Diphu people would have very less reason to support a club from Punjab.
We should first focus on developing football in the hot pockets ( Kerala, Bengal, Goa, Northeast) and then the states like TN, Punjab, Maharashtra, Odisha, Telangana, Karnataka before venturing into unchartered territory like UP, Bihar, Rajasthan, MP.
@dev_pfc ; National critera needs to be fulfilled to participate in I-league by every club. Clearance need to be issued for venue suitability for I-league. Some satisfy I-League, some are fine with AFC Cup and international friendly, some venues are okay to organise World Cup Qualifiers !!
I-League will have their own regulations also. I remember this airport criteria when Minerva decided to host their games at Ludhiana. It has an irregular airport. But the distance 100 km (almost) from nearest airport Chandigarh was enough to tick Ludhiana. So I can assume that 100 km is the criteria.

Jokes apart, you are right, and this is the sole reason why an organic league like IL is to be encouraged. Clubs were emerging from NE, Bengal, Goa and Kerala, where football was 'hot'. Later, it spread to areas like TN and Kashmir. FSDL believes otherwise. Their Queen Bee thinks they have given birth of football in India and like a marketing drive, they can propel any city to have a club (the bigger the city, the better). And they can control it, like a business venture. It is totally synthetic and is bound to fail sooner or later, depending upon the ability of the promoters to absorb the losses. In the process, it will slow down the development of the sport in India for several years.
