It is kinda neither, reports are saying ISL probably only because these would all be franchises and the rules would be very similar to what we see in the ISL.
Personally I just want what we see in the A-League where every A-League club also operates a women's side. Why can't the ISL clubs do the same?
There shouldn't be any quota -- written or unwritten -- for local players in the first team. The first team should really be the 'first team', selected on the basis of merit. So true.
Having said that, it feels good if there are local players in the first team (of course, on merit), apart from this being a cost effective way to field a team. Local players in a team do provide that emotional connect with the city/ region of the club, otherwise the club remains cloud-based (to me, there is very less difference between Atleti Kolkata and Atleti Madrid, -- both are filled with Spanish players, hence devoid of any emotional connection to me). So, the youth system of a club should have emphasis on local players, with an eye to increase that connect.
Hell, it is difficult to assemble ANY football team in Pune; it's been proven ... and we have three sets of stupid people competing for that space, with a fourth one on the sidelines (DSK)!

Pune is like any other city in Maharastra. If there are talent in say, Kolhapur or Sholapur, it has to be there in Pune as well. But Pune decidedly had shown reluctance to football (and to 'Let's football' also). So ...
For me, Pune is a good market but a market that has not been used well. First off, and I know this has been debated before to perhaps not be true but regardless, they need a proper football stadium in the city! Then they need an ownership group which is like JSW which actually works to market to the right people and that is to a young, but not to young, demographic.
As for the youth scene. @Ashlesh is right, there is talent but where do they play? The Pune Senior League is rubbish and all the teams play on dirt and the youth football scene is probably worse! How do you expect to get better talent when you play in bloody dirt!!! That to with shoddy coaching in rubbish leagues.
Pune doesn't have the talent that the rest of the State has... MUMBAI , Nagpur , Kolhapur have a history and football culture...which Pune lacks... UNLESS any of these Pune clubs start a grass roots program...not much will change in Pune for next 10years
