money is not the only thing which determines better life. there are work benefits in countries, there are other perks of playing in certain clubs. there are money from other commercial channels. then there is lifestyle issue, how comfortable you are in the environment etc etc. a bit more salary may not compensate for all these.
You are absolutely right. That is what we have taken advantage of in the US. One of our guys, Diego Valeri was a star in Argentina, then he was robbed in broad daylight and threatened... not the first time. He moved to the US as that stuff does not happen as much or very likely.

An American or a British citizen working abroad say in India needs to report to tax authorities in their country their world wide income including salary in India. Then look at poor exchange rate- 60 rupees to 1 dollar then their take home needs to be really good after all the deductions-thats why they are not interested in coming to so far off countries. South Americans, Africans do not care.
