There is a big scam by the Nigerians in Goa and elsewhere. They come on student visas and live indefinitely continuing their subversive activities. Its important that the Govt takes action and deports them. But the statement by minister that Nigerians are Cancer was against the decorum, amounting to racism. He should not have said it even if he felt like that. There are more Indians in Nigeria and actions like these often invite reciprocal treatment
