@debarghya89 ; Train is better and it also depends on what time you want to leave from Delhi and reach Chandigarh. For about 240 km distance, Shatabdi. Fast Train or less fast will not make lot of difference.

Bus is also not bad. There's a Mercedes service by both Haryana and Punjab transport whose tickets are sold at ISBT counter in Chandigarh. Also, there's an ordinary bus service every 15 minutes I think.
