If only 4 fifth placed teams, then why is the play off required. Directly all of them will qualify for the 3rd round qualification.

don't make it confusing guys ! wiki clearly says that 4 bottom 4th place teams and 8 fifth place teams will make it play-offs(now 11 teams), but now real question
team are 11 and remaining spots are 8 so how will it work , I mean it's home and away matches ( isn't it? ) that way there will be 5 winner teams and 1 non-played team

The play off round is not yet clear... They might make 4 groups with 3 teams playing in the home venue of 4th placed teams (as they deserve some advantage for finishing above) and 2 teams qualify from there 

Let the group stage finish first

Its my prediction to save time and cost for organising long playoff one place 3 teams 10 days and the show is over...

Homeaway is going to be likely one but the cost and time could be too much

Some confusion on number of teams for Third Round is due to the status of UAE. As the host of AFC Asia Cup 2019, UAE has qualified for AFC Asia Cup. But as the World Cup Qualifiers are tied to this process, if UAE ends up as Group winner and 4 best Runner Up, then UAE goes to next Round of World Cup Qualifiers as well as qualifies for AFC Asia Cup.  If UAE fails to achieve that, then UAE will leave the process and other teams will play in Third Round for AFC Asia Cup Qualifiers.
