Chelsea's youth team has won the FA Youth Cup 4 times in a row and their youth team and U23 teams are always in and around fighting for the youth leagues.
One of the people who I talk to wokrs for Chelsea, and he tells me they have a player liaison for all the young players who are send on loan and they have their immediate future mapped out. However, whether they use the younger players or not is totally down to the first team manager and pretty much all of Chelsea's first team managers have chose not to use the players in part because their senior team has enough players to represent them in 3-4 competitions.
A good example is Southampton (or Sporting or Ajax) who doesn't have the resources of a Chelsea or Man City and hence are forced to use their younger players in the senior team.
