To clear things up, if Man Utd or anyother English side wants to buy a player outside the EU, they certainly can buy the player provided the work permit can be agreed which is difficult unless the player has played a large percentage of his country's NT matches over the past few years, and if the country is reasonably well ranked. If the country is NOT ranked high, you can still apply by asking for an "exceptional talent" criteria be considered for the player. To do this, technically, the EPL side will have to show the home office that there are no other players available first within the UK and then within EU who has the specific skills they are looking for, which is available with this player. Incidentally, this is a very generic rule, and is applied for non-EU workers in engineering as well. This is for senior players who are 18 or above and for under 18 minors.
For players younger than 18, it gets more complicated. No player under 18 can be allowed to be with a club as they are minors, and there are very strict rules regarding this in the EU in general, which is adopted in the UK too, but with certain changes. But if they want to, they still can sign Komal Thatal for example, but if he is under 18, he will need to be accompanied by a legal guardian, and the issue here is the legal guardian needs to stay with the underage player, and the guardian needs to be provided with a job as well.
So, yeah, they can sign him if they really wanted, but the work permit is a toss up, but having played a large number of official friendlies with India U17 and in the WC will help.
Also, why would they loan him out? They can get him to play in their U18 or U23 teams. If they loan him out, he would still likely play for the loaned clubs' U18 or U23.

All they do is encourage the pay to play rich kids and parents fulfill there fantasies.
My opinion alone but Atleast till 2020 kids from the u-17 group should stay grounded and train in India where they have a lot of chance to get real match exprience.
They would just be used by European clubs as bait news to CNN IBN, Times of India types.
Common on brother.... People from India follows EPL....On top of it....MU is top 3 in brand value and they don't need to sign an Indian player for sake of marketing....

it is not a big deal.. if player has exceptional skills...
But to be frank.. why would MU look for Indian player when there are players from top Asian countries ( Japan, S.Korea )
