There are more then 1 crore people of Indian origin who has nationality of other countries. As a rule, one cannot have Indian passport/citizenship if you are a citizen of other country.
Any constitutional amendment giving dual citizenship will be a massive parliament and legal step.
    Everybody will want it.
OCI card was devised for helping NRIs in living in india, keep bank accounts, properties. But it is not enough for representing in sports.

Rules are flexible in many countries. The only thing that matters is father's descent/citizenship.

@ShebbySB ; That is just 1 part of the process.
If Danny is holder of OCI Card for last 5 years, ask him to come and live in India for 1 year and then he can get citizenship.
If he is not even holder of OCI card, then God help his case.
Just google for rules of India Citizenship.
Sitting outside India, one cannot get citizenship unless your parents were Indian citizens and they registered your birth at the Embassy as Indian citizen.
His British Citizen Sikh father will not get him India Passport while living in England.

It is not easy to get Indian citizenship.. also dual citizenship is not allowed in India...

on top it, as munna219777  said constitutional amendment giving dual citizenship will be a massive parliament and legal step...

To be frank... it's better not to allow all these PIO/OCI players with dual citizenship.. If someone really wanted to represent India... let them abide with current rules.. 5 years OCI and 1 year stay in India, surrender Foreign passport ...
If we are aiming for high, we need to do sacrifice few things....

Also if some Tom & Jerry representing India on basis of their roots... what will be the motivation for young Indian players....

I disagree though it is impossible it would be good if some PIO's who can have a good impact can play for India

A Better national team would mean more media coverage more sponsors etc

Teams like Lebanon,Palestine,Philippines heavily depend on their European based players
Even a team like Iran depended on someone like Raza Gucci to score in 2014 World Cup

And I don't think it would have -'ve impact on youngsters
10-12 year old  looking Danny Bath would consider him a Indian Footballer playing in Championship and not a Brit with Indian roots
He will rather have a positive impact, kids would love to make it big like him

Btw it looks impossible in current scenario

Again & again this kind of rumors are playing Indian football.
In current political scenario it is more than impossible to play with PIO & OCI card holder.
Only when SC feels he will loose the game that time he arise the feeling of PIO & OCI player.
Hopefully SC try to find advance excuse of Kazyak Defeat.
