Vibrations are not a problem. In fact, every structure is exposed to vibrations. Some of the best designs flex a little to attenuate the amplitude and the forces acting on the structure. If it were a stiff structure, to sustain the same forces, the structure would need to be over engineered which would result in higher costs. #EngineerGuy
I was at the stadium last evening, the stands DO vibrate, but I didnt feel uncomfortable about it (as a spectator). The whole stadium has been designed in such a way to withstand the weight, as mentioned by Coolgagan above.
They also have portable seats in the lower tier, which are used only during concerts as of now. Hope to see the stadium filled up to the brim for India's matches.

In the letter signed by Swapan Sadhan Bose, the Managing Director of Mohun Bagan, the I-League clubs have urged the Prime Minister to set up an enquiry commission to probe the manner in which the AIFF is functioning.
