Women's team is actually playing a annual tournament called Turkish Women's Cup. This year, the tournament was supposed to take place as 2 unconnected groups of 4 teams each without knockout. But as per wikipedia, the second group involving IND, UKR, RUS & SRB has been reduced to a series of friendlies due to 'inadequate documentation'.
That's the 'friendly' tweet.
It's not a tour in which India is inviting teams to play against them, but a tournament.
