Yes and FIFA do not insist on Indian Passport. It is rather Indian govt. criteria to represent National Team and he satisfies that also. Look at Africa cup of nations, many players have European passport.
Wim had selected the team for this friendly even before the I-league round 18 started but for some unknown reason AIFF isn't releasing it and trying hard so that it does not leak out.
