That but notice that it is the U23s. Why send a senior India side? Might as well give the under-22s a chance. Palestine even sent a "B" team last time as well.
Unless Palestine's FA is able to bring in better, senior sides then it should be U22. Good exposure and it would allow the senior to rest after what was a very hectic, controversial, and unorganized Indian football season.

If the tournament is going to be majority U23 or U21 then why should India send a team. It wont help us at all. And even if we win it will be over teams that are younger and probably not even professional yet.

Its debatable. Keep in mind that the 2012 version was in early May. That is basically right after the I-League ends. We may even need to have a few more matches in May in order to make up matches.
Also footballers are people to. They need a break after the I-League to recover and the last thing they will need is to be pulled from their vacations, or whatever they do, and be sent off to play against Tunisia U23s or Palestine "B".
It would just seem like a chance wasted for the U22s. Guys like Holicharan Narzary, Manandeep Singh, Robin Singh, Arnab Mondal, Gurpreet Singh, Prathamesh, Soram Anganba, and Sandesh Jhingan would love to get more exposure and this tournament would be perfect.
It will also give us a chance to scout any good young talent that is managing to stay constant for the AFC Challenge Cup in 2014.
