there is reason why very few endorse playing long balls..it is the more difficult between itself and playing short passing game..great accuracy is required for passing a ball from one corner of the field to other, greater physical ability required to gather the ball, more skill is required for everything tapping, passing(longer distance coupled with more time for pass and space calculation that goes on in your mind), heading etc...and even if you do everything correctly there is 50-50 chance of either you or the opponent getting at the end of a pass..
in comparison playing short passes is much more easier and better for a team..shorter distance, players in and around you to gather the ball, more ball time for the team meaning lesser the time opponent has to implement attack...
now people here is of the notion that all short ball is like tiki taka..absolutely not..a game should always be a mixture of short/long passes , atleast 60-70% of overall passing game should be short balls..
and in age groups it should always be encouraged to play short passing game eve if one falters..the reason being more the ball is at your feet at a younger age the more you learn to be efficient and in tune with a football..
whatever results Toal has acheived so far, it might be good for Indian football, but still I believe in the longer run, it would be always advisable use long ball football as less as possible..it does make a great difference in the long run
