Yeah I think that's for the best. I don't know why clubs would want to join now since Relegation/Promotion will kick in two seasons.

If they save that money and invest in infra and squad for future, getting promoted to ISL is no big deal.

it says famous english club, not neccessarliy Premier League one. I am going for guess like Norwich, Aston Villa, Everton, Tottenham, Burnley.

What's the point of these tie-ups. Never have seen any benefits from such tie ups for I-League clubs. Remember the Minerva Punjab and Borussia Monchengladbach tie up. We never heard anything about it after the press conference.
