This has happened in the past also. Sushil Kumar Singh was selected for AFC Asia Cup Squad in 2011 and he was ineligible due to Red Card offense.

its really silly of the coaching staff. Not sure how much AIFF is to be blamed for this rather than selecting this non-eligible coaching staff. Why can't AFC fine AIFF for selecting non-eligible coaching staff

But isn't it the duty of the match commissioner to weed out the ineligible players from the lineup?

At international level. .it isn't the match commissioner's responsibility 
Even at I-League this year. .they have asked for clubs to keep tally of yellow cards..the old system has been replaced

How hard it is for a player to remember his eligibility or Cards? I am sure that he know the Regulations.
