Cricket world cup is in England. I dont think it will be in Jan as it is winter season. Cricket world cup doesn't have any fixed slot and can happen any time in the calendar' year. AFC cup is in UAE and December and January is the best time to host the event in middle east region as it is the winter season there.

AFC Asian cup will be held on January 5th to February 1st 2019.
There is no conflict. Last two AFC Asia cup were also held in January as it suits most asian countries. Apparently there is a FIFA Regulation that any confederation cup can be held only either in January or July.
