Well ya, that is true but I also consider last season the test season because I kinda expected a lot of changes coming into season 2 as the ISL and the owners learn more.
Salary cap is needed unless you want teams to overspend beyond their means. Yes, it would be nice to see the teams with money being able to use that money but they can via the marquee player they bring in and also if a team really wants to flex their money, flex it by spending on facilities and youth development.
BTW, just finished reading through Gurpreet's IAMA on reddit and while I love what he says I am a little disappointed that he believes that young kids should try to leave India early. It is true but I hope the ISL can help create a proper basis for young Indian players so that they don't just leave to early and don't do well.
