No pro/ rel will never have that excitement as clubs will not have anything to play for. In any case ,if we have 3 tiers, we need to have rel/pro. Otherwise, it will be a waste IMO.
Relegation/Promotion though the idea is good is complex in a huge country like India where Football is played in pockets like Bengal, NorthEast and Goa. We can't compare the scenario with Europe whose countries are only similar to or mostlty smaller than India's states. State leagues with relegation/promotion would be great but at the National level, I'm not that supportive.
There has to be a team from every region to unearth extraordinary talents. Just remember Messi was born in Rosario not Buenos Aires and Dhoni was born in Ranchi not Mumbai.
