If the AFC norms be overseen by IMG-R (or by FSDL, should we say), then why aren't they doing just that and take the winds out of I-league's sail further? It would suffice for ATK, say, to be AFC-ready, and not keep the squad till the actual tournament for the time being, and pass it to the I-league 16-17 winners.
I think there are more to it. For example, same ownership of various franchisees (by IMG-R, to be specific), cross- and sham- ownership (you know, the fake film star- owners), not having offices and front desks (apparent during the off-seasons), may be more reasons. the AFC may not like it.
West Bengal State Government did the field and gallery. ATK did the floodlight poles. And contemplated to uproot them post-ISL. That's their concept of infrastructure development.
